This cartoon was done in 2007. It shows John Howard (then Prime Minister of Australia) holding a tin of Baked Beans, announcing they are the cause of "all those greenhouse emissions". In the next frame he is knee-deep in water and has moved on from the topic of climate change altogether and is now discussing how best to tackle the issue of refugees.
In my view the Howard government took very little action against climate change.
